The current two-year term of the Hong Kong Council for Testing and Certification (HKCTC) has commenced from 1 January 2024. On membership, we extend a warm welcome to four new Council members: namely, Dr Crystal FOK Lo-ming, Dr Emmie HO Ngai-man, Dr Lesly LAM Lik-shan and Ms Fiona LEE Tsz-ching. Regarding the Panel on Manpower Development under HKCTC, we are delighted that Dr Emmie HO Ngai-man has agreed to serve as the new convener while Mr CHOW Man-ho and Mr Daniel LEE have also accepted the appointment as new co-opted members for a two-year term to tie in with that of the Council.
As for those who have retired under this term, they include four Council members, Mr Kenneth LAM Kar-kin, Ms Stephanie LAM Yuen-shan, Ms Pearl TSE Pui-pui, and Mr Basil WAI Siu-bong, as well as the Panel convener, Mr Felix CHAN King-wa and Panel member, Mr Trevor LEE. On behalf of HKCTC, Professor WONG Wing-tak, our Council Chairman, would like to acknowledge with heartfelt thanks their insightful advice and valuable contributions during the past six years.
香港檢測和認證局現屆兩年任期，經已於2024年1月1日展開。在成員方面，我們歡迎四位新委員加入本局：即霍露明博士、何毅雯博士、林力山博士和李芷澄女士。至於本局轄下的人力發展小組，我們很高興何毅雯博士同意作為新召集人，並獲周文灝先生和李浩華先生答允擔任增選委員，任期兩年，與本局成員的任期一致。
此外，這一屆任期亦有多位退任人士，他們包括四位本局成員(林家堅先生、林宛姍女士、謝沛沛女士和衞紹邦先生)，以及人力發展小組召集人(陳景華先生)和成員(利敬聰先生)。主席黃永德教授代表香港檢測和認證局，就他們在過去六年，向本局提供的寶貴意見和所作的重要貢獻，致衷心謝意。
Since its establishment in 2009, HKCTC has been working closely with the industry leaders, trade and professional associations, tertiary institutions, etc. to pursue our vision to develop Hong Kong into a testing and certification (T&C) hub in the region. To mark the milestone of the 15th anniversary of HKCTC in 2024, we are planning some celebratory activities/events in the latter part of 2024/early 2025. Please stay tuned for more information.

The 2022 statistics of the testing and certification activities in Hong Kong have been released by the Census and Statistics Department. Key data regarding the private independent establishments with major economic activities in testing, inspection and certification services are set out below.

Development Bureau (DEVB) has been advocating for change in the construction industry by implementing “Construction 2.0” to enhance construction efficiency, quality, and safety and reduce environmental impact through advanced technologies.
Starting from 1 August 2023, the Public Works Laboratories of Civil Engineering and Development Department (CEDD-PWL) and their contract laboratories only issue electronic test certificates/reports. The Materials Testing Laboratory of Housing Department and their contract laboratories also fully implement electronic test certificates/reports on construction materials testing starting from 21 August 2023. The assessment team of Hong Kong Accreditation Service (HKAS) conducted an on-site assessment at the laboratory concerned to confirm that the electronic report release mode complies with the relevant accreditation requirements.
For wider adoption of digitalisation and green solutions, DEVB encourages the relevant governmental departments and the public to adopt electronic test certificates/reports in their projects as far as practicable where HOKLAS-accredited testing services are requested. DEVB also suggested to adopt standardised electronic test certificate/report format (‘Standard Form’) in construction industry in order to help more accurately identify the data of these electronic test certificates/reports for support of ‘Big Data Analytics’ in construction projects. HKAS in collaboration with Housing Department and CEDD-PWL has been working out a series of ‘Standard Forms’ in construction materials testing industry. To take it forward, DEVB would discuss with relevant governmental departments to sort out the technical details for implementation of ‘Standard Form’ in both private and public works projects.
發展局致力推行「建造業2.0」為建造業帶來變革，利用先進科技提升建築工程效率、質量和安全性，並減少對環境的影響。
自2023年8月1日起，土木工程拓展署轄下的工務試驗所及其合約試驗所全面轉為簽發電子格式的測試證書/報告，取替傳統人手簽發模式的紙本測試報告，實現「無紙化」工作間。房屋署轄下的材料試驗所及其合約試驗所，亦由2023年8月21日起同樣地推行建材測試的電子測試證書/報告。香港認可處的評審小組會在參與的試驗所進行實地評審，以確保其電子報告的發佈模式符合香港認可處所制定的相關認可要求。
為了更廣泛採用數碼化技術和綠色解決方案，發展局鼓勵各相關政府部門和公眾在工程項目中，如涉及香港實驗所認可計劃下認可的測試服務，儘量接納電子測試證書/報告。另外，發展局亦提倡建造業界採用標準化的電子測試證書/報告格式（「標準表格」），有助於準確地識別這些電子測試證書/報告中包含的數據，以支援就整體建築工程進行「大數據分析」。香港認可處與房屋署及土木工程拓展署轄下的工務試驗所跨部門合作，制定了一系列的「標準表格」，可供建材測試業界使用。關於下一步行動，發展局將與各相關政府部門探討，在私人和公共工程項目中實施「標準表格」的技術細節。
Subsequent to the announcement of the Administrative Measures on Acceptance of Inspection Results for Imported and Exported Commodities (Order No. 259 of the General Administration of Customs) on 20 September 2022 and the first implementation of the measure on apparel imports on 1 December 2022, the General Administration of Customs of the PRC (GACC) has further implemented the measure on cement imports and crude oil imports on 15 March 2023 and 1 January 2024 respectively.
Eligible testing and inspection bodies, including those registered out of PRC but accredited by accreditation bodies that are signatories of ILAC-MRA e.g. Hong Kong Accreditation Service, can apply to the GACC to become a designated organisation and be engaged by importers, exporters or their agents to inspect commodities and issue reports. The customs will accept reports issued by the designated organisations for conformity assessment such that the commodities will be exempted from sampling and inspection at the customs and be able to enjoy an expedited clearance process.
For details, please refer to the Notice Concerning Requirements for Acceptance of Inspection Results for Apparel Imports, Notice Concerning Requirements for Acceptance of Inspection Results for Cement Imports and Notice Concerning Requirements for Acceptance of Inspection Results for Crude Oil Imports issued by GACC. GACC may further review and announce the scope of applicable commodities and the related requirements in due course.
內地海關總署於2022年9月20日公布《海關進出口商品檢驗採信管理辦法》（海關總署第259號令）並於同年12月1日首先對進口服裝檢驗實施採信管理。內地海關總署隨後亦分別公布自2023年3月15日及2024年1月1日起，對進口水泥和進口原油實施相關採信管理。
符合條件的檢驗檢測機構（包括已獲得由國際實驗室認可合作組織互認協議（ILAC-MRA）簽約認可機構，例如香港認可處，認可的於中國境外註冊的檢驗檢測機構）可向海關總署申請成為採信機構，接受進出口商品收發貨人或者其代理人的委託，對商品進行檢驗並發出檢驗報告。海關將採信由採信機構簽發的檢驗報告作為合格評定，相關商品將免於取樣送檢，享受更便利化的通關流程。
如欲了解詳情，可瀏覽海關總署發布的《關於進口服裝採信要求的公告》、《關於進口水泥採信要求的公告》及《關於進口原油採信要求的公告》。海關總署會適時檢視及公布可實施採信的商品範圍及其具體採信要求。
The results of the latest round of 2023-24 Testing and Certification Manpower Development Award Scheme were already announced at the award presentation ceremony on 4 December 2023. For the Professional Awardees, they include 7 junior professionals and 12 senior professionals. Among the Corporate Awardees, 15 and 20 T&C organisations were given Gold Award and Platinum Award respectively. For the cover story in Recruit Magazine, the contents mainly covered the interviews with Professor WONG Wing-tak, our Council Chairman, and two Professional Awardees (i.e. Dr KWOK Ying of The Hong Kong Jockey Club – Racing Laboratory and Mr TANG Pak-yau of Chow Sang Sang Precious Mental Laboratory). In their respective interviews, Professor WONG talked about the important role of the T&C services in the daily life of the general public while the two Professional Awardees shared the experience and challenges in their T&C career. We are hopeful that the article could foster due recognition to our T&C practitioners and arouse interest, particularly among the young generation, to join the T&C industry.
關於Recruit Magazine的封面故事，內容主要是本局主席黃永德教授和兩位專業人員獎的得獎者(即香港賽馬會-賽事化驗所郭盈博士和周生生貴金屬化驗所鄧百佑先生)的專訪。在他們各自的訪問中，黃教授講述了檢測認證服務在市民大眾日常生活的重要角色，而兩位專業人員獎的得獎者則分享他們職業生涯中的經驗與挑戰。我們期望文章能夠提升檢測認證從業員的認受性，並吸引更多人(特別是年輕人)的興趣加入檢測認證業。
Since mid-April 2024, we have also put up promotional banners at the footbridge outside Wong Chuk Hang MTR Station. We believe that those passing by would be able to learn a lot more about the T&C industry from the accomplishments of the awardees. Meanwhile, we are exploring other locations in Kowloon and the New Territories with high pedestrian traffic for similar publicity arrangements.
We are pressing ahead the production of a short video involving two Professional Awardees (i.e. Mr WONG Chi-ho of SGS Hong Kong Limited, and Ms Alice CHOW Hoi-yi of Hong Kong Standards and Testing Centre Limited) who would cite their own experiences and share with us the contributions of our T&C practitioners to the society. The rapid development of innovation and technology and the implementation of various initiatives of developing Hong Kong into a smart city have created opportunities for the T&C sector. Construction has been stereotyped as a rather traditional and manual industry in which advanced technology, say digitalisation and automation, might not be applied. Yet, HKCTC and HKAS co-organised a seminar on 29 February 2024 to showcase the technologies adopted in enhancing the service quality and operation efficiency in construction testing through digitalisation and automation. The Seminar received an overwhelming response, attracting over 200 participants.
At the seminar, Ir Tony HO, JP, Deputy Secretary (Works) of Development Bureau, delivered an opening remarks on the recent trend in adopting digitalisation in public works projects. Ir Jenny YEUNG, Deputy Head (Planning and Testing) of the Civil Engineering and Development Department introduced the revolution of the public works laboratories. Ir Clement FUNG, Senior Structural Engineer of the Housing Bureau, featured the implementation of “HeCheck”. Mr Stanley CHAN, Chairman of the Association of Construction Materials Laboratories, highlighted the era of electronic test reports with digital signatory. Mr Patrick LAU, Chairman of the Hong Kong Rebar Importers & Stockists Association (HKRISA), presented the mechanism of issuing electronic rebar stockist certificates by HKRISA. Ir Dr Fiona CHAN, Senior Accreditation Officer, HKAS shared her experience in accrediting digitalisation of test reports and automation of construction materials testing. Speakers interacted swiftly and actively with the participants in the Q&A session. We all look forward to the prospect of this new age.
創新科技的急速發展和各項推動香港成為智慧城市的措施正為香港檢測和認證業帶來新機遇。建造業一向被視為較傳統和倚靠勞力的行業，未必會應用先進的科技，例如數碼化和自動化。然而，香港檢測和認證局聯同香港認可處於2024年2月29日合辦了一場研討會，展示以數碼化和自動化提高建築檢測服務質素及運作效率的科技。研討會反應熱烈，吸引超過200人參加 。
研討會上，發展局副秘書長何英傑工程師太平紳士以公共工程項目採用數碼化的新趨勢作開幕辭。土木工程拓展署土力工程處副處長(規劃及測試)楊暉工程師介紹了工務試驗所的革新。房屋署馮冠文高級結構工程師闡述「HeCheck測試報告核查易」的落實情況。建築材料試驗所協會主席陳文光先生剖析電子測試報告及數碼簽署的時代已經展開。香港鋼筋進口及存銷商總會主席劉子超先生介紹了其總會的數碼鋼筋庫存商證書。最後，香港認可處高級認可主任陳韻賢博士工程師分享她就數碼測試報告及建材測試自動化的認可的經驗。在問答環節，嘉賓講者與參加者積極互動。我們都對這個新時代的前景充滿期待。

Environmental, Social and Governance (ESG) has emerged as a powerful framework for evaluating the sustainability and ethical impact of businesses and investments. ESG encompasses a range of factors that go beyond financial performance, focusing on how an organisation operates, its impact on the environment, its treatment towards employees and communities and the strength of its governance practices. The T&C sector can definitely contribute and drive ESG initiatives together with corporates for the benefits and sustainable development of Hong Kong. HKCTC and Hong Kong Association for Testing, Inspection and Certification (HKTIC) co-organised a seminar on 11 April 2024 to demonstrate how T&C industry facilitates business entities in addressing the ESG and sustainable challenges. The seminar attracted around 200 participants.
At the seminar, Mr Tommy CHEUNG, Technical Manager of Intertek Testing Services Hong Kong Limited shared carbon emission data management and ESG strategy implementation. Ms Zonta Yung, Project Manager of SGS Hong Kong Limited, elucidated the latest HKEx requirements by unlocking its climate potential. Mr Winlon TSUI, Vice General Manager of TÜV Rheinland Hong Kong Limited, gave a comprehensive analysis on EU Corporate Sustainability Reporting Directive (CSRD) and how Hong Kong companies get prepared for that. Ms Joey LAU, Sustainable Development Manager of Swire Properties Limited, unveiled their Swire Properties’ Sustainable Development 2030 Strategy and ESG Governance. Prof. Michael YU, Professor of the Hong Kong Polytechnic University, illustrated how T&C industry helps organisations to achieve and demonstrate carbon neutrality. The seminar has provided a great opportunity for participants to learn more on the use of T&C services in the support of ESG initiatives.
環境、社會和管治（ESG）已成為一個有力去評估企業及投資的可持續性和道德的框架。ESG涵蓋一系列超越財務表現的因素，重點關注企業的運作方式、對環境的影響、對待員工和社會的責任以及管治實踐的力度。檢測和認證業界絕對能夠與企業共同推動ESG，為香港的利益和可持續發展作出貢獻。香港檢測和認證局與香港測檢認證協會於2024年4月11日合辦研討會，展示檢測和認證業如何協助企業應對ESG和可持續發展的挑戰。研討會反應遠超預期，吸引大約200人參加 。
研討會上，天祥公證行有限公司電氣及無線產品技術經理張國明先生講述如何處理碳排放數據及實踐ESG。香港通用檢測認證有限公司可持續發展項目經理翁美霞女士分享了就釋放氣候潛能以應對香港交易所的最新要求。香港德國萊茵技術監護顧問股份有限公司管理體系服務副總經理徐永良先生介紹了香港企業如何做好準備應對歐盟《企業永續發展報告指令》(CSRD)。太古地產可持續發展經理柳淑淇女士闡述其公司2030可持續發展策略及ESG管治。香港理工大學應用生物及化學科技學系余永耀教授令大家了解測試、檢驗及認證行業怎樣幫助企業達到和證明碳中和。研討會為參加者提供了一個極好的機會進一步了解如何利用檢測和認證服務來支持ESG措施。
